Persistent Clip Playhead Display While Paused

Description
This feature request proposes maintaining the visibility of the clip playhead indicator when playback is paused, particularly when the "Reset Playhead on Stop" option is disabled. Currently, the playhead indicator disappears upon pausing, making it challenging to ascertain the exact position within the clip.
Problems
- Loss of Visual Reference: When a clip is paused, the absence of the playhead indicator removes a critical visual cue, hindering precise editing and navigation.
- Inconsistent Behavior: The playhead's visibility while paused is not consistent across different settings, leading to confusion and unpredictability in the user experience.
- Editing Challenges: Without a visible playhead, tasks such as adjusting loop points or editing specific sections of a clip become more cumbersome.
Proposed Solution
- Persistent Playhead Indicator: Ensure that the playhead remains visible in both donut and rectangular clip views when playback is paused, regardless of the "Reset Playhead on Stop" setting.
- Consistent Behavior Across Settings: Standardize the playhead's visibility behavior to eliminate inconsistencies, providing a reliable visual reference in all scenarios.
- Enhanced Editing Capabilities: Allow users to interact with the playhead while paused, facilitating precise edits and adjustments without the need to resume playback.
Examples
- Loop Point Adjustment: A user pauses playback to fine-tune the start and end points of a loop. With the playhead visible, they can accurately position these points without trial and error.
- Clip Navigation: While editing a lengthy clip, a producer pauses playback and uses the visible playhead to quickly identify and navigate to specific sections.
- Educational Demonstrations: In a teaching scenario, an instructor pauses a clip to explain a particular segment. The persistent playhead provides a clear reference point for students.
Benefits
- Improved Editing Precision: A visible playhead while paused enables more accurate edits and adjustments, enhancing the overall workflow.
- Enhanced User Experience: Consistent and predictable behavior of the playhead indicator reduces confusion and improves usability.
- Facilitated Learning and Demonstration: Persistent visual cues aid in educational contexts, making it easier to illustrate and understand specific parts of a clip.

UPDATE - This behaviour is not consistent (sometimes a playhead appears while paused and sometimes it does not). Am not sure of exact conditions, but for me the playhead disappeared for clips with time fitting turned off.
